IMPROVING THE MANAGEMENT OF MUNICIPAL ASSETS

 

🇲🇳 The Municipality of Ulaanbaatar is continuing its phased efforts to recover assets that were unlawfully lost and to enhance their utilization and returns. In 2024–2025, a total of 15 buildings and facilities that had been illegally removed from municipal ownership were recovered, improving the use and management of public assets.

➡️ As a result, the Municipal Property Relations Department contributed MNT 7 billion to the city budget in 2024, while this figure increased to MNT 18 billion in 2025.

🏢 This work is continuing in 2026, with the “Urgoo” Hotel, located on Morning Street, having been returned to municipal ownership. Although a court decision to recover the property had been issued more than 10 years ago, its implementation had not been effectively enforced until now.

✅ During the regular briefing of city officials, Mayor Kh. Nyambaatar highlighted that the final ownership of the “Urgoo” Hotel has now been officially registered under the Citizens’ Representatives Khural of the Capital City. He also noted that one block of the Cultural Center Palace will be returned to municipal ownership in the future.

🇲🇳✅ In this context, in January 2026, representatives of UBIM, held a meeting with V. Oyuumaa, Head of the Municipal Property Relations Department, to exchange views on ways to bring recovered buildings and facilities into economic circulation, improve their utilization and management, and attract investment. The parties also discussed potential areas of cooperation aimed at ensuring the efficient, transparent, and sustainable use of municipal property, aligning asset management with the city’s development policy, and expanding non budgetary financing sources.

📌 UBIM is working professionally with relevant stakeholders to enhance the value of recovered assets, integrate them into economic circulation, improve management practices, and increase investment returns.
