INTERNATIONAL OPEN TENDER LAUNCHED FOR THE “FIRST RING ROAD” PROJECT
An international open tender has been announced in the EPC+F format Engineering, Procurement, Construction + Financing, or a turnkey contract with integrated financing to select the contractor for the strategically important “First Ring Road” project, which aims to expand Ulaanbaatar’s road network and reduce traffic congestion.
Under this arrangement, the selected contractor will be responsible for:
preparing the design
carrying out construction works
supplying the necessary equipment
fully arranging the project financing
The following four companies are participating in the tender:
China First Highway Engineering Company Limited
Shandong Luqiao Group Co., Ltd
China Railway 16th Bureau Group Co., Ltd
China Gezhouba Group Limited Company
The First Ring Road will have a total length of 24.7 km, including:
13.7 km of at-grade, 10-lane main road
2.08 km of tunnel section
9.03 km of two-level bridges and elevated structures
In addition, the project includes plans to construct multi-level interchanges at seven locations, three pedestrian bridges, and four underpasses.
The project’s total financing is estimated at USD 918.57 million, with a target completion date of 2028.
According to preliminary estimates, once implemented, the project could reduce traffic load in the central urban area by 23–50% and increase average vehicle speed during peak hours by 23.3%.
