THE CAPITAL CITY CITIZENS’ REPRESENTATIVE KHURAL APPROVES THREE MAJOR DECISIONS TO ADVANCE URBAN DEVELOPMENT AND IMPROVE THE BUSINESS ENVIRONMENT

At its 8th Regular Session, the Capital City Citizens’ Representative Khural approved three major decisions aimed at advancing Ulaanbaatar’s development, reducing air pollution, and improving the business and investment environment.
COAL PYROLYSIS PLANT
A decision was made to establish a coal pyrolysis plant as part of efforts to reduce air pollution in Ulaanbaatar. Once operational, the plant is expected to produce 600,000 tonnes of semi-coke briquettes annually using domestically sourced lignite coal. The project is scheduled to be commissioned in the first quarter of 2028.
REGISTRATION REQUIREMENTS FOR 103 SERVICES ABOLISHED
To reduce administrative procedures and regulatory burdens for businesses, registration requirements for 103 services across eight sectors have been abolished. As a result, individuals and businesses will be able to register their activities through the License.mn platform and commence operations.
“SELBE SMART CITY” TO BE DEVELOPED AS A SPECIAL ECONOMIC ZONE
The “Selbe Smart City” project is being implemented across 158 hectares and includes the construction of 8,575 residential units in 113 blocks.
The establishment of a Special Economic Zone is expected to provide approximately 420 businesses with tax and nontax incentives for a defined period, support job creation, and improve access to business financing. A regulatory sandbox environment is also planned to facilitate the testing of innovative technologies, products, and services.

These decisions are expected to accelerate the development of Ulaanbaatar’s infrastructure, strengthen private sector participation, attract greater investment, and create new opportunities for the city’s economic growth.
