WHAT IS THE ROLE OF THE ULAANBAATAR CITY DEVELOPMENT FUND?



🏙️ Urban development cannot rely solely on annual budget allocations. Major infrastructure and development projects—including roads, public transportation, housing, energy, water supply, and green infrastructure require stable and long term sources of financing.

💰 The primary role of the Ulaanbaatar City Development Fund is to mobilize and manage financial resources for the implementation of the city’s strategic projects and programmes, while establishing a sustainable framework for long term investment management.

➡️ The Fund is intended to:
🔹 Provide long term financing for strategic urban projects and programmes
🔹 Reduce excessive reliance on municipal budget resources
🔹 Mobilize domestic and international sources of investment
🔹 Utilize bonds and other financial and capital market instruments
🔹 Facilitate public private partnerships and private-sector participation
🔹 Establish appropriate financing arrangements for the phased implementation of urban investment projects

🌍 In the context of UNCCD COP17, long term financing plays a critical role in translating priorities related to land restoration, water resource management, green infrastructure, and sustainable urban development into bankable and implementable projects.

📈 By diversifying funding sources and ensuring continuity of investment, a city development fund can serve as an important financial vehicle for supporting the sustainable implementation of major urban development initiatives.

✅ UBIM carries out functions related to the asset management, investment planning, and financing arrangements of the Ulaanbaatar City Development Fund.
