ULAANBAATAR MEGA PROJECTS: IMPLEMENTATION WITHIN A LEGAL FRAMEWORK
Ulaanbaatar City is implementing its projects and programs within the framework of five core laws, creating a legal environment that supports public, private partnerships. This was announced by the First Deputy Governor of the Capital City, T. Davaadalai.
In 2025, the capital city has:
Contracted 10 out of 16 mega projects
Implemented and continued around 200 small and medium-sized projects and programs
Legal basis for ongoing projects
Law on Public Procurement (Tender Law) – Selbe City, Khunnu City, Emeelt Eco Park, Tuul Expressway
Law on Public, Private Partnership – 5 Power Plant, Waste to Energy Plant
Law on Redevelopment of Urban Areas – Khan-Uul Housing Area, obsolete residential buildings
Law on Reducing Traffic Congestion and Housing Ger Districts – Land clearance for Selbe City
Law on the Legal Status of Khunnu City – 15 infrastructure packages (70% completion)
In addition, under intergovernmental agreements:
Cable car transport system
Bayankhoshuu housing development project
are being implemented in cooperation with international organizations.
