PRIORITIZING ULAANBAATAR’S 2027 DEVELOPMENT PLAN BASED ON ACTUAL NEEDS AND MEASURABLE OUTCOMES

 

The 14th Extraordinary Session of the Citizens’ Representative Khural of the Capital City discussed the proposed Ulaanbaatar Development Plan for 2027. Mr. M. Munkhjargal, Director of the Fund Management and Funding Department at UBIM, attended the session.

During the discussion, representatives emphasized the need to carefully assess the necessity, significance, and expected outcomes of projects and initiatives planned for 2027, and to prioritize those addressing the city’s most pressing needs.

The session also focused on measures aimed at creating jobs, increasing household incomes, supporting small and medium-sized enterprises and the private sector, and improving access to education, healthcare, engineering infrastructure, and green spaces, with particular attention to the practical needs of residents.

Representatives further highlighted the importance of reviewing ongoing projects initiated in previous years, avoiding duplication, strengthening feasibility assessments and supporting analyses, and ensuring that planning decisions are based on budget efficiency, fiscal discipline, sound financing rationale, and measurable investment impact and outcomes.

The proposed Ulaanbaatar Development Plan for 2027 was referred to the political party caucuses and relevant committees of the Citizens’ Representative Khural of the Capital City for further deliberation.
