PRELIMINARY ANNOUNCEMENT PUBLISHED FOR THE PUBLIC PRIVATE PARTNERSHIP PROJECT TO BE IMPLEMENTED IN THE “AGRO-CITY” SPECIAL ECONOMIC ZONE

🇲🇳 The “Agro-City Special Economic Zone” project, aimed at improving food supply and food security in Ulaanbaatar and increasing domestic production, has been added to the list of projects to be implemented in the capital city under a public private partnership framework.

✅ Specifically, by Resolution No. 26/28 of the Citizens’ Representative Khural of the Capital City dated May 15, 2026, the legal basis was established to implement the project through a public private partnership.

✅ Within this framework, a preliminary announcement has been published for the greenhouse project for fine vegetables in the “Agro-City” Special Economic Zone. The process has now begun to identify private sector investor interest and determine potential project partners.

📊 Upon implementation, the project is expected to deliver significant economic and social benefits, including ensuring a stable domestic supply of fine vegetables, fruits, berries, and mushrooms for Ulaanbaatar, increasing import substituting production, creating new jobs, and introducing modern greenhouse technologies.

✅ Private sector entities interested in implementing the project may submit proposals outlining land use, greenhouse capacity, technological solutions, infrastructure requirements, implementation timeline, operating principles, and other relevant recommendations.

🇲🇳✅ UBIM is cooperating on the establishment of the “Agro-City Development Fund,” a private investment fund, as part of the investment preparation work for the project.

📊✅ Through this fund, preparatory work is being carried out in phases to attract non budgetary financing sources, involve international and domestic professional investors, and develop the project’s financing structure and investment arrangement.
