UPDATE ON THE PROGRESS AND FINANCING SOLUTIONS OF MAJOR PROJECTS AND PROGRAMS IN ULAANBAATAR
B. Purevdagva, Governor of the Capital City and Mayor of Ulaanbaatar, briefed journalists on the progress of major projects and programs being implemented in Ulaanbaatar, their financing solutions, and planned next steps.
The briefing covered options for mobilizing non budgetary financing for the city’s projects and programs, including financing through the over the counter (OTC) market, as well as the Baganuur coal pyrolysis plant, the cable car project, and other major development projects. The Baganuur coal pyrolysis plant is planned to process 1.8 million tonnes of lignite annually and produce 600,000 tonnes of semi-coke.
UBIM is working with relevant organizations to develop financing structures and non budgetary funding solutions for Ulaanbaatar’s major projects and programs.
In particular, UBIM developed and proposed a financing model to raise funds for reserve meat procurement through the issuance of securities on the OTC market. This financing approach was incorporated into a resolution approved at the Government of Mongolia’s meeting on September 16, 2026.
Under the approved arrangement, 15,000–20,000 tonnes of reserve meat will be prepared for spring 2027. Suppliers will have access to interest subsidized bank loans, while interest costs associated with securities issued on the OTC market to finance reserve meat procurement will also be supported.
Work is continuing to utilize market based financing solutions for Ulaanbaatar’s infrastructure and development projects, as well as initiatives related to the city’s food supply.
