2027 STATE BUDGET: INVESTMENT AND BUSINESS FINANCING TO EXPAND
Prime Minister of Mongolia N. Uchral presented the 2027 State Budget Proposal, along with the accompanying draft legislation and resolutions, to a plenary session of the State Great Khural (Parliament).
The proposed budget sets out a range of measures aimed at protecting households’ real incomes, easing the tax burden on businesses, and expanding financing for key sectors, including education, healthcare, and housing.
Under the proposal, the combined tax and social insurance burden on approximately one million individuals is expected to be reduced by MNT 1 trillion, while the tax burden on around 180,000 businesses is planned to decrease by MNT 246 billion.
The budget also proposes MNT 1.1 trillion in additional financing to support small and medium-sized enterprises and middle income households. Housing financing is expected to increase by MNT 1.8 trillion, with the aim of expanding access to housing for approximately 16,000 households.
As part of the Government’s investment policy, MNT 12.5 trillion worth of investment projects is planned to be implemented by leveraging a mix of central and local government budgets, external financing, public private partnerships (PPPs), and private capital. This approach reflects a broader emphasis on diversifying financing sources and mobilizing public and private capital for investment.
