CITY COUNCIL DISCUSSED THE DRAFT BUDGET OF ULAANBAATAR FOR 2026
The City council held the first reading of the Capital City’s 2026 draft budget, reviewing sectoral investment plans and newly proposed projects, while also addressing questions and comments from members.
Key Budget Figures
Total budget: MNT 4.2 trillion
Base revenue: MNT 3.49 trillion
Capital expenditure: MNT 1.7 trillion
Local Development Fund (ONHS): MNT 42.6 billion
Investment Priorities
Ger district redevelopment and housing
Public transport reform (tram system, connector roads)
Air and environmental pollution reduction
Expanding school and kindergarten access
Completion of ongoing major infrastructure projects
Public Private Partnership (PPP) Projects
In 2025, contracts for TPP-5 and the Waste-to-Energy Plant were finalized.
In 2026, the city will continue implementing 16 PPP projects, including:
Hunnu City 90 MW energy storage station
UG Arena
Ulaanbaatar Tramway
Transit hotel complex
Members highlighted that human development initiatives remain insufficient, while the budget for data center and software solutions is relatively high, emphasizing the need to focus more on foundational infrastructure investments
